All individual work? Not recommended at all in PBL. You also have to formulate the leading question - the hook. Watch the Conversations with Anthony series. He tells you how to do it better than I can here.

I don't see how this could be a Project based lesson plan. Your outline is good for a normal lesson plan, but how can you make this into a project?
